    Humanity was governed by individual rule until Noah's time. After Noah, people began to be governed by their written orders. With the Torah, the rulers' authority to change the laws was abolished, and they began to be governed by previously prepared texts. The order brought by the Torah was his people. He was addressing the Israelites. The Romans secularized it, and Roman law was born.

PROTECTION OF THE VICTIM IN CRIMINAL LAW

PRESENTATION

Throughout history, social problems encountered have been tried to be resolved according to "customs and traditions", "orders and commands reflecting the wishes and desires of the administrators" or "scientific principles". With the first of these, the problems of communities whose economic and social activities are limited and whose change is slow can only be solved. With the second one, short-term and limited solutions can be provided to the problems of small communities. The real and permanent one is the solution obtained by combining reason and transference and using scientific methods. The word "transplantation" is used here to express benefiting from the knowledge of past communities. In our opinion, solutions that are not based on scientific principles are not final and permanent; It means that problems are postponed for a certain period of time and increase over time.



In today's world where economic and social relations have intensified and the majority of people have started to live in cities, the increase in grievances and their inability to eliminate them has gained importance. For this reason, the protection of victims has been the subject of scientific research and meetings in recent years. Studies on the subject are increasing, especially in the West. However, since these studies and the proposals put forward have been handled within a limited framework, they have not been able to provide a solution to the issue of victimization to date.



This study, which was defended as a doctoral thesis at Istanbul University Faculty of Law on 3.1.1985, is an original work in that it addresses the problem of victim protection in a macro framework for the first time and reveals the basic assumptions required for the establishment of an institution that will solve the problem.
