The "Scientific Order and Education System", which determines the education and training institutions and rules in the Fair Order, will be in harmony with the general order, but will act independently.

A structure is envisaged that will first identify and diagnose all kinds of problems and problems of our country, and then produce solutions and solutions to them according to their importance and priority. The disorganization and lack of connection seen in today's scientific and educational institutions and curricula will be eliminated. Waste of opportunity, personnel, time and brain will be prevented; The era of rote memorization and imitation, and the era of raising unnecessary and invalid information will end.



Instead of dealing with hypothetical and fantasy things, youth work with contemporary tools and equipment and modern techniques;

2) To eliminate and improve the inadequacies in taking precautions against air and environmental pollution, National Defense and protecting the oppressed...


3) To produce rational, permanent and comforting solutions to the irregularities and imbalances in social and political life...


4) To strive and serve to solve the problems that are important and priority in the development of agriculture, industry and technology; They will be made knowledgeable, skillful and conscious.


Since science is the common property of humanity;


a- It is necessary to establish a "PATENT FOUNDATION" in order to prevent "scientific data from being hidden" and to make the results of experiments and research available to everyone. Because science is the common value of all humanity. Every human being has the right to the data and blessings of science.


b- It is important to ensure the development of a "Common Scientific Language" that will be valid in the country and the world.


c- And it is aimed to create an international "INFORMATION BANK".


Scholarship and serious research will be supported by generous wages, high reputation, necessary authority and immunities. Continuity of education and training will be ensured, and lifelong opportunities will be provided for everyone to develop their knowledge and skills in every subject.


Guaranteed Educational Institutions Period:


A very original and positive "GUARANTEED EDUCATION AND "DRIVING LICENSE" SYSTEM" is envisaged in the Fair Order. Namely: Everything has a measure of value and is necessary. Just as length is measured in metres, weight in kilograms, temperature in centigrade, the tool that measures scientific level is a "driving license". In other words, the main principle is for every professional to constantly renew and become competent in their field. In addition, in every profession and branch of civil service, the damages of citizens who are victimized due to incorrect and inadequate information, projects and prescriptions should be compensated and covered by the official and authorized person and from the budgets of schools such as universities and vocational high schools that give them diplomas and licenses, thus ensuring that all services related to education are covered. will be guaranteed.


As it is known, in the historical process;


a- In the past, those who acquired knowledge through various means and had an understanding of a subject would come out and talk, and curious and devoted circles would form around them.


b- Then the education period started. In this period, more useful and successful teachers were naturally preferred. They were teaching children and preaching to adults.


c- Science gradually became a profession, and when discussions emerged among scientific authorities, "scientific schools" began to form.


d- Now, in these schools, the distinction between "Student and Master" and the level and class of the scholars are determined.


e- Thus, “If you don't know, ask!” In accordance with its order and principle, the door of "ijtihad" was opened due to the need to give scientific answers to questions, based on basic and general truths.


In other words, people, especially those with knowledge, would research, discuss, try to find the best answer on any subject and act accordingly. If he could not know or find it, then he would ask the one who knew and the one who found it, but he would decide who he would follow and act accordingly.


f- Later, scientists wrote books containing their opinions, jurisprudence or scientific research and began to teach them. However, having someone else read these books was subject to special "permission". For example, Imam-i Bukhari allowed the Hadith book he wrote to be read by one of his own students or those whom he tested and deemed competent, by granting "permission-permission-visa". The public preferred to study from those who had such special permits and permits, and thus the "driving license" system developed.


g- Later, these permits were combined and transformed into a "diploma" form. Those who received permission from all sciences were given the title of "Ders-i amm".


h – Today, there are schools that give primary, secondary, high school, college, faculty and doctoral diplomas, and this system has gained international validity.


What will the "Guarantee System" bring in education?


In the Fair Order, such diploma and license holders, whether related to their professional activities or their opinions and suggestions regarding consultancy... A new "guarantee and compensation system" is being introduced. That is, medicine, medicine, engineering, mechanic, technician, etc. They will jointly compensate the damages of those who are victimized (due to lack of knowledge or negligence) due to the work they do or the opinion they propose on any subject, by the "scientific solidarity school" to which those who caused this are affiliated. (They will pay the damage.)


In this case, the members of whichever school (university, faculty or other educational unit) are more successful in society, its students will increase; This will increase his share and rank (honor and fame) from the general budget. In this system, in addition to providing "driving licenses" with a guarantee, in order to increase specialization and quality in science and to reduce the number of surplus "unemployed diploma holders" in any field, vocational schools will be able to accept students as much as the country needs and it will be planned to give driver's licenses to a certain number of people. Those who are not competent and skilled in constantly improving themselves, renewing themselves, and attaching importance to moral discipline and values will not be able to obtain a "driving license" certificate. In other words, not everyone who receives a "diploma" will be considered "qualified", it will be required to gain the qualifications and to constantly research and take proficiency exams at regular intervals.



Driving License Degrees and Conditions:


1- Those with superior qualifications: These are the school founders who can act with their personal views in their field and are accepted as authorities in that branch of science. (Professor and upper levels)


2- Those with high qualifications: Although they belong to a certain school, they can make jurisprudence and express their opinions on some issues. These are rather application experts. (Associate professor level)


3- Those with intermediate qualifications: These are people who only understand and apply the systems established in certain branches of science. In addition, they cannot make special jurisprudence or put forward new and different views and theories. (PhD level)


4- First license holders: They can do work and give jobs on their own, due to the knowledge and skills they have heard, read, seen and grasped through the master-apprentice method. However, they must work under the responsibility and supervision of a moderately competent person. In other words, he/she must be a member of the advisory partnership. (University level)


5- Basic driver's license holders: They cannot start a business personally and independently. However, they can carry out the tasks shown to them and previously programmed on their own. (High school level)


6- Those with initial qualifications: They can only work under the supervision and control of someone else. (Middle school level)


Thanks to this new classification and application, science becomes measurable and the market and marketplace of science can be established.

Those with high and superior qualifications will participate in administration and service at the State level.


In other words, the right to vote will be given to all citizens, but the "right to be elected" will be given to the first in sub-districts, to the middle in the provinces, and only to those with high and superior qualifications in the State.
